The opening session emphasizes the ICT as the engine of economic growth in Sweden and the EU as well, including e-commerce growth potential. There is a massive improvement in productivity in all other sectors as well, and “soft sectors” are important as well to broaden the reach to all circles of society.

Let’s move on: our institutions that were designed a century ago are in total mismatch with the need for policy making right now. We need new structures that take the digital native user and producer as starting point, not the infrastructures that started the ICT revolution. We are over halfway allready.
Telephone, pc, network, broadband access, telecommunications are terms of decades ago and focus on issues that to-days users (including the senior citizens that DO develop as mature users) do not care for. It must be ‘under the motorhood’.
Policy IS needed for privacy regulation, data protection, user empowerment, open data, co-creation.
